In this formulation, modified constraints will in general imply modified structure functions by requiring that the constraint algebra preserves the hypersurface deformation form. This procedure leads to the conclusion that the spacetime is an emergent object with a nontrivial dependence on the phase space through the modified structure function. Dynamical solutions of the spherically symmetric model include nonsingular black holes and MOND-like effects on intermediate scales.
